Relevant de la Directrice Principale, Gestion de la performance de la chaîne d’approvisionnement et gouvernance, le/la Gestionnaire principal(e), Gouvernance et optimisation du portefeuille est responsable de la gouvernance, des analyses de performance et du soutien à la prise de décision pour les leviers détenus par les Opérations d’approvisionnement. Le rôle assure une supervision intégrée de la performance des niveaux de service, de la gouvernance du cycle de vie des fournisseurs et des produits, de l’optimisation du portefeuille et de l’habilitation logistique, tout en garantissant une exécution rigoureuse, l’intégrité des données et une visibilité adéquate pour la direction.
Le poste établit et opère des cadres de gouvernance soutenant l’intégration des fournisseurs, les processus d’inscription et de retrait des produits, ainsi que les décisions liées au cycle de vie des produits, tout en traduisant des intrants opérationnels et analytiques complexes en informations claires et prêtes pour les décideurs exécutifs. Grâce à une collaboration transversale étroite avec les équipes de Planification, d’Approvisionnement stratégique, de Logistique entrante, des Opérations des centres de distribution, des TI et d’Analytique, le/la Gestionnaire principal(e) anticipe les risques, mène l’amélioration continue et assure l’alignement entre la gouvernance, l’exécution et les engagements en matière de niveau de service.
Section A – Responsabilités spécifiques
Performance du niveau de service et habilitation de la gouvernance
- Assurer la responsabilité des analyses de performance, des indicateurs et de la gouvernance liés aux leviers d’exécution et au niveau de service, en identifiant les risques, les tendances et les opportunités d’amélioration structurelle dans le périmètre sous responsabilité.
- Anticiper de façon proactive les impacts sur le niveau de service découlant des décisions des Opérations d’approvisionnement et définir, en partenariat avec la Planification, la Logistique entrante et les Opérations des centres de distribution, des plans d’atténuation fondés sur l’analyse des données.
- Traduire des analyses complexes en messages clairs et prêts pour les exécutifs, en présentant les arbitrages, les causes fondamentales et des recommandations appuyées par les données afin de soutenir la prise de décision de la haute direction de la chaîne d’approvisionnement.
- Définir et opérationnaliser un modèle de gouvernance de la performance pour les Opérations d’approvisionnement, incluant les définitions des KPI, la cadence de reddition de comptes, les mécanismes d’escalade et les forums de revue avec la direction.
- Collaborer avec les équipes TI et Analytique pour améliorer les rapports, tableaux de bord et la visibilité de la performance, soutenant ainsi la gouvernance, les revues de leadership et la qualité durable des décisions.
Gestion et gouvernance du cycle de vie des fournisseurs
- Définir et faire évoluer les cadres de gouvernance soutenant l’inscription et l’intégration des fournisseurs.
- Assurer l’alignement des activités liées au cycle de vie des fournisseurs avec les stratégies globales de la chaîne d’approvisionnement et de l’entreprise.
- Identifier et piloter des opportunités de simplification visant à réduire la complexité opérationnelle et à renforcer les contrôles.
- Faciliter la coordination et la communication entre l’équipe de gouvernance des fournisseurs, la Planification de l’approvisionnement et les équipes de Stratégie d’approvisionnement.
- Superviser le respect des politiques de la chaîne d’approvisionnement, des obligations contractuelles et des normes de conformité.
- Agir comme point d’escalade pour les enjeux liés aux fournisseurs et assurer leur résolution rapide via des mécanismes de gouvernance structurés.
- Promouvoir une culture d’agilité, de responsabilisation et d’innovation au sein de la fonction de gouvernance des fournisseurs et auprès des parties prenantes clés.
Gestion et gouvernance du portefeuille et du cycle de vie des produits
- Assurer une supervision stratégique des processus d’inscription et de retrait des produits afin de garantir l’alignement avec les objectifs du portefeuille et les capacités des fournisseurs.
- Mettre en place et maintenir des cadres de gouvernance permettant une exécution cohérente, efficace et conforme des activités d’inscription et de retrait.
- Assurer une coordination transversale étroite avec les équipes telles que la Gestion des catégories, la Planification de l’approvisionnement, les Ventes et la Stratégie d’approvisionnement afin de soutenir des transitions fluides et de minimiser les perturbations.
- Surveiller et valider l’exactitude des données relatives aux dossiers produits, en assurant des mises à jour en temps opportun dans les systèmes et une visibilité complète à travers la chaîne d’approvisionnement.
- Soutenir la prise de décision en révisant les propositions d’inscription et de retrait, en évaluant les impacts opérationnels et en assurant l’alignement avec les stratégies globales de l’entreprise et de la chaîne d’approvisionnement.
- Identifier et atténuer les risques opérationnels, mener des analyses post‑mortem et mettre en œuvre des plans d’action.
- Identifier des opportunités d’amélioration des processus afin de simplifier les flux de travail, réduire la complexité et accroître la réactivité face aux changements d’affaires.
Gouvernance et pilotage logistique
- Surveiller et soutenir l’exécution des activités liées aux allocations fournisseurs, à la disponibilité des produits et à l’intégrité des données dans les systèmes.
- Fournir l’orientation et la supervision nécessaires pour assurer une gestion exacte et ponctuelle des données produits et fournisseurs soutenant les opérations logistiques.
- Fournir des orientations concernant les activités de diversion des centres de distribution afin d’assurer l’alignement avec les priorités de la chaîne d’approvisionnement et les attentes en matière de niveau de service.
- Agir comme point d’escalade pour les scénarios complexes de diversion, en veillant à ce que les résolutions soutiennent les objectifs opérationnels et les engagements clients.
- Faciliter la collaboration interfonctionnelle pour résoudre les enjeux, éliminer les obstacles et assurer la cohérence des messages logistiques avec les stratégies globales de la chaîne d’approvisionnement.
- Identifier les opportunités d’amélioration des processus et soutenir la mise en œuvre de solutions visant à accroître la transparence et l’efficacité opérationnelles.

Section C – Exigences du poste
Expérience professionnelle
- Minimum de 9 ans d’expérience progressive en chaîne d’approvisionnement, approvisionnement ou planification, dont au moins 1 an en gestion avec responsabilité des stocks.
- Connaissance des méthodologies Lean Six Sigma ou d’amélioration continue.
- Expérience dans les biens de consommation, le commerce de détail ou l’industrie pharmaceutique est un atout.
Formation
- Baccalauréat en administration des affaires, gestion des opérations, ingénierie ou discipline connexe.
- MBA ou MSc, désignations CPIM ou SCMP sont des atouts.

Job Summary
Reporting to the Senior Director, Supply Chain Management and Governance, the Sr. Manager, Governance & Portfolio Optimization is accountable for defining and operating governance models that structure how Procurement Operations decisions are made and executed. The role owns service level insight and enablement, supplier and product lifecycle governance, portfolio optimization, and logistics enablement, ensuring decisions are disciplined, data‑driven, and aligned with enterprise priorities.
A core focus of the role is enabling product availability and logistics decisions in constrained supply environments. This includes providing governance and oversight related to manufacturer supply limitations, product availability rules, shipment quantity restrictions, and inventory flow decisions across distribution centers. The Sr. Manager establishes clear decision frameworks and escalation paths to ensure trade‑offs between service, capacity, and supply constraints are visible, understood, and consistently applied.
The role works across Supply Chain Planning, Strategic Sourcing, Distribution Centers, Inbound, IT, and Analytics teams to structure operational inputs, surface risks, and present clear decision options to leadership. It ensures governance decisions are translated into actionable direction and consistently applied across execution.
Section A – Specific Responsibilities
Service Level Performance & Governance Enablement
- Owns performance insight, analytics, and governance for service level and execution levers, identifying risks, trends, and structural improvement opportunities within scope.
- Proactively anticipates service level driven by Procurement Operations decisions, defining analytics‑driven mitigation plans in partnership with Planning, Inbound, and DC Operations.
- Translates complex analysis into clear, executive‑ready insights, articulating trade‑offs, root causes, and data‑backed recommendations to support Supply Chain leadership decision‑making.
- Defines and operationalizes a Procurement Operations performance governance model, including KPI definitions, reporting cadence, escalation paths, and leadership review forums.
- Partners with IT and BI Analytics teams to enhance reporting, dashboards, and performance visibility, supporting governance, leadership reviews, and sustained decision quality.
- May be assigned to priority enterprise initiatives and act as a project manager for the Procurement Operations Department.
Supplier Lifecycle Management and Governance
- Defines and evolves governance frameworks that support supplier listing and onboarding.
- Ensures alignment of supplier lifecycle activities with broader supply chain and business strategies.
- Drives simplification opportunities that reduce operational complexity and strengthen controls.
- Facilitates coordination and communication between the supplier governance team, Supply Planning, and Strategic Sourcing teams.
- Oversees adherence to supply chain policies, contractual obligations, and compliance standards.
- Acts as an escalation point for supplier-related issues and ensure timely resolution through structured governance.
- Promotes a culture of agility, accountability, and innovation within the supplier governance function and the key stakeholders.
Portfolio and Product Lifecycle Management and Governance
- Provides strategic oversight of product listing and delisting processes to ensure alignment with portfolio objectives and supplier capabilities.
- Establishes and maintain governance frameworks that support consistent, efficient, and compliant execution of listing and delisting activities.
- Ensures cross-functional coordination with teams such as Category Management, Supply Chain Planning, Sales, Master Data Management and Strategic Sourcing teams to support smooth transitions and minimize disruptions.
- Monitors and validate data accuracy related to product records, ensuring timely updates across systems and visibility throughout the supply chain.
- Supports decision-making by reviewing listing/delisting proposals, assessing operational impacts, and ensuring alignment with broader supply chain and business strategies.
- Identifies and mitigate operational risks; conduct post-mortems and implement action plans.
- Identifies process improvement opportunities to streamline workflows, reduce complexity, and enhance responsiveness to business changes.
Logistics Enablement
- Provides oversight and decision support to ensure product availability by managing and monitoring supply constraints, including manufacturer limitations, system‑driven availability rules, and shipment quantity restrictions.
- Ensures governance and accuracy of product and supplier information across systems to support effective planning, inventory readiness, and logistics decision‑making.
- Provides oversight and guidance on inventory diversion decisions across distribution centers, ensuring alignment with service level commitments and operational capacity.
- Acts as an escalation point for complex product flow and availability scenarios, ensuring resolutions align with customer commitments, operational objectives, and enterprise supply strategies.
- Partners with Supply Chain, Procurement, Distribution Centers, and commercial teams to resolve end‑to‑end logistics issues, align messaging, and remove operational barriers.
- Identifies opportunities to simplify processes, improve visibility into supply and inventory constraints, and support the implementation of improvements that increase efficiency and transparency.

Section C – Position Requirements
Working Experience
- Minimum 9+ years of experience in supply chain management, procurement, or planning, including 1+ years in a management supervisory role.
- Wholesale or Pharmaceutical experience is an asset.
Education
- Bachelor’s degree in Business Administration, Operations Management, Engineering, or related discipline.
- MBA or MSc, PMP, Six Sigma, CPIM or SCMP designations are assets.
Personal Development and Soft Skills
- Strong strategic thinking and business and financial acumen.
- Proven ability to lead cross-functional teams and drive enterprise-wide initiatives.
