Relevant du directeur ou de la directrice principal(e), Gestion de projets (transformation de la chaîne d’approvisionnement), le directeur ou la directrice, Centre d’excellence en gestion de projets et partenariats d’affaires est responsable des stratégies de gestion de portefolio et gouvernance (et du cadre connexe de gestion de projets et de programmes) ainsi que le déploiement auprès de l’unité d’affaires. Ce mandat national et diversifié comprend, entre autres, les transitions et les améliorations de système et de solutions; la mise en œuvre et l’optimisation des systèmes de distribution; les processus et les outils; l’optimisation du réseau; la construction et l’infrastructure; et la transformation des processus opérationnels.
Le poste exige des aptitudes supérieures en communication pour établir et promouvoir la collaboration entre diverses fonctions ou équipes de projet impliquant des membres de différentes unités d’affaires sont essentielles au succès de la personne titulaire de ce poste.
Partie A – Responsabilités spécifiques
CENTRE D’EXCELLENCE EN GESTION DE PROJETS
Établir une culture d’excellence de projets et en faire la promotion
S’approprier les responsabilités d’élaboration, d’innovation, de mise en œuvre et d’amélioration du cadre et de l’approche en gestion de projets, y compris les pratiques exemplaires, les systèmes, les processus et les outils
Gérer l’adoption de pratiques standards de gestion de projets à l’échelle nationale et dans les diverses fonctions de la structure matricielle
Gérer et encourager la responsabilisation dans toutes les équipes de projet; prendre l’initiative d’identifier les conflits au sein des projets; planifier les ressources; contrôler les étapes clés et dates cibles pour assurer la réalisation des livrables et étapes du portefeuille
Identifier les risques et offrir une expertise aux équipes de projet dans l’élaboration de stratégies de mitigation des risques ainsi que gérer les escalades de premier niveau et transmettre les préoccupations à la haute direction (s’il y a lieu)
Gestion du portefeuille et présentation de l’avancement: élaborer et publier des tableaux de bord et assumer la responsabilité des indicateurs de rendement clés, de l’évaluation et de la vérification des projets
Assurer une documentation et une communication adéquates au sein de toutes les équipes de projet
PARTENAIRE D’AFFAIRES ET CONSEILLER
Offrir des conseils d’expert aux dirigeants dans la définition et la planification des projets, la stratégie de priorité, la gestion des ressources et la planification de la capacité
Élaborer un cadre transversal de gestion et de gouvernance en appui à des modèles et partenariats opérationnels clés
Gérer les relations avec les parties prenantes exécutives au sein de l’organisation pour s’assurer que les attentes et les priorités sont claires et que toutes les ressources requises (personnes, processus et outils) sont en place pour obtenir des résultats attendus dans les projets.
Déterminer les dépendances au sein du portefeuille et dans l’ensemble des projets qui ont des effets sur les décisions relatives au séquencement des priorités et à la distribution des ressources
Responsable de la préparation d’un aperçu complet du portefolio sur une base mensuelle ou bimensuelle, conformément aux besoins en suivi du portefolio de projets
Maintenir des connaissances commerciales pertinentes sur les stratégies de la chaîne d’approvisionnement et les approches de transformation du réseau et de gouvernance de portefeuille et se tenir au courant des tendances dans le marché et l’industrie afin de conseiller l’organisation pour établir et maintenir ses avantages concurrentiels
Identifier des synergies potentielles et des domaines porteurs afin de créer et d’augmenter graduellement la valeur opérationnelle dans l’ensemble de l’organisation
FORMATION ET DEVELOPMENT DU PERSONNEL ET DE L’ÉQUIPE
Contribuer à la croissance de l’équipe professionnelle du Centre dans la gestion de programmes de projets vastes, complexes, stratégiques et interfonctionnels
Responsable de la formation, du mentorat, du perfectionnement professionnel et de la gestion du rendement de subordonnés directs (équipe du Centre d’Excellence)
Encadrer et appuyer les ressources de gestion de projets au sein des services afin que tous les projets soient livrés dans la portée définie et respectent les exigences en matière de qualité, de temps et de coûts
Diriger le Centre d’excellence en gestion de projets pour stimuler l’exécution d’initiatives interfonctionnelles
Partie B – Compétences et connaissances requises
EXPÉRIENCE DE TRAVAIL
Plus de 12 années d’expérience dans la gestion de projets et de portefeuilles ou en gestion de la chaîne d’approvisionnement, y compris plus de 4 années d’expérience en gestion
Une expérience avérée dans les fonctions de distribution et d’opérations, la gestion de portefeuille et les stratégies de chaîne d’approvisionnement dans une structure matricielle
Une expérience solide dans la présentation et la facilitation, ainsi que la capacité d’expliquer des idées complexes d’une manière claire et concise et d’informer les publics cibles
COMPÉTENCES TECHNIQUES
La capacité de développer et de configurer des systèmes, des processus et des outils de gestion de projets, d’analyser et de synthétiser les résultats et de définir les mécanismes de suivi et de rapport
Une capacité solide à analyser les situations et à résoudre les problèmes pour satisfaire des perspectives multiples
Une connaissance solide de l’application des systèmes et des compétences en télécommunications, y compris une excellente connaissance de : SmartSheet, de la suite logicielle Microsoft Office et de systèmes d’analyse et de gestion des données
Partie C – Exigences de formation
Un baccalauréat en génie, en logistiques et gestion des opérations, en administration des affaires ou dans un domaine connexe OU une expérience professionnelle équivalente Un MBA ou une maîtrise ès sciences constitue un atout
Le titre de PMP (professionnel en gestion de projets) ou une certification Six Sigma est recommandé.
Le/la titulaire de ce poste aura à soutenir de façon quotidienne des clients internes et/ou externes à l’extérieur du Québec et/ou aux États-Unis. Par conséquent, ce poste requiert une maîtrise de l’anglais à l’écrit et à l’oral. Job Summary
Reporting to the Senior Director, Project Management (Supply Chain Transformation), the Director, PMO Center of Excellence and Business Partnerships role is responsible for the portfolio, program & project management framework & governance strategies as well as implementation across the Business Unit. This diverse and national mandate will include, but is not limited to, system solution transitions & enhancements, implementation and optimization of distribution systems, processes and tools, network optimization, construction & infrastructure, and business process transformation.
Superior communication skills to effectively engage and promote collaboration among multi-function and/or cross-BU project teams, at all levels of the organization, is critical to the success of the Director PMO Center of Excellence and Business Partnership function.
Section A – Specific Responsibilities
PROJECT MANAGEMENT CENTER OF EXCELLENCE
Establishes & promotes a Culture of Project Excellence.
Owns the development & innovation, implementation & enhancement of the Project Management Framework & Strategies, including best practices, systems, processes & tools.
Overseas the adoption of the standardized project management practice nationally and cross-functionally in a matrix organization.
Manages & drives accountability throughout all project teams, takes the initiative to identify conflicts across projects, plan for resources, controls key milestones & target dates to ensure achievement of portfolio milestones & deliverables.
Identify risks and provide expertise to project teams in the development of mitigation strategies as well as managing first level escalations and communicating concerns to executives (as needed)
Portfolio Management & Reporting: develop & publish dashboards & own project performance KPIs, project auditing & evaluation.
Ensure proper project documentation and communication across all project teams.
BUSINESS PARTNERSHIP & ADVISOR
Expert advisor to business leaders on project definition & planning, prioritization strategy and resource management & capacity planning.
Develop cross-functional management framework and governance to support key operating models & partnerships.
Manage senior stakeholder relationships to ensure that expectations and priorities are clear, and that all required resources (people, processes & tools) are in place for successful project outcomes.
Identifies dependencies within the portfolio and across projects that will affect priority sequencing and resource allocation decisions.
Responsible for preparing comprehensive monthly/bi-monthly portfolio overview for Executive Leadership, in accordance with the organization’s portfolio and project reporting needs.
Maintains relevant business knowledge of supply chain strategies, network transformation & portfolio governance approaches, and stays abreast of market and industry trends to advise the organization to develop & maintain competitive advantages.
Identifies potential synergies and areas of opportunities to create and scale business value across the organization.
TEAM & PEOPLE DEVELOPMENT & TRAINING
Manage growth of professional PMO team managing large, complex, strategic & cross-functional programs and portfolio of projects.
Responsible for the training, mentoring, professional development and performance management of direct reports (PMO Team).
Coach and support departmental project management resources to ensure all projects are delivered within the defined scope, quality, time, and cost requirements.
Leads PMO to drive execution of cross-functional initiatives.
Section B – Required Knowledge & Experience
WORKING EXPERIENCE
12+ years’ experience in project & portfolio management or supply chain management, including 4+ years of management experience.
Demonstrated experience in Distribution & Operations functions, Portfolio Management & Supply Chain Strategies in a matrix organization.
Solid experience in presentation, facilitation, and ability to explain complex ideas clearly and concisely to engage and inform target audiences.
TECHNICAL SKILLS
Ability to develop & configure project management systems, processes & tools, analyze & synthesize results, define tracking & reporting mechanisms.
Strong ability to analyze situations and solve problems that satisfy multiple perspectives.
Strong systems application knowledge and telecommunication skills, including an excellent knowledge of: SmartSheet, Microsoft Office Suite and Database Management & Analytics Systems
Section C – Education requirements
Bachelor’s degree in engineering, Logistics & Operations Management, Business Administration or related field or equivalent business experience
MBA or MSc designations are assets.
Project Management Professional certification or Six Sigma certification is preferred.
The incumbent of this position will provide daily support to internal and/or external clients outside Quebec and/or in the United States. Therefore, he/she must be proficient in spoken and written English. Please note that the number of positions requiring English language skills has been limited where possible.
